Frankfurt Ordnungsamt · § 49 PBefG

Your Mietwagen licence in Frankfurt: granted cleanly, kept valid.

In Frankfurt you apply for a Mietwagen licence (Konzession, the permit to run private hire cars with a driver) in person at the Ordnungsamt on Am Römerhof, after booking by email, with a 17-point checklist from police certificate to parking lease. It only stays valid if the licence term, vehicle inspections and driver permits never lapse and your cars follow the return-to-base rule on Uber and Bolt too. Mainflotte tracks exactly that for every car and every driver.

Frankfurt specifics

Where Frankfurt applications tend to stall

The Ordnungsamt's information sheet goes further than the statute. Settle these points before your appointment.

  1. Parking within walking distance

One space per car, no more than a 5-minute walk or 500 metres from the base, clearly marked as belonging to your company and that vehicle.

  2. No co-working desk

A co-working space does not count as a proper base under § 3(1) sentence 2 BOKraft (the operating rules for passenger transport). You need an office plus break and sanitary rooms.

  3. No month-to-month leases

The lease for your base must cover at least the term of the licence, or be open-ended.

  4. Who takes the orders?

You must show who accepts orders at the base: the dispatcher's employment contract or, for sole traders without staff, a written declaration on the return-to-base rule.

  5. Everyone attends in person

All people involved in the company must appear when the application is filed. Authorised representatives are not accepted.

  6. Fees scale with fleet size

The city names no fixed fee. It depends on the type and scope of the application, mainly the number of vehicles.

Deadlines at a glance

Three deadlines decide whether your licence stays valid

Getting the licence takes one appointment. Keeping it is routine work, for every car and every driver.

Konzession

5

years at most

A Mietwagen licence is valid for five years at most. Plan the renewal early: here too, only a complete application gets processed.

§ 16(4) PBefG · statute

Vehicle inspection (HU)

1

year at most

Frankfurt's information sheet states that the inspection certificate for a car registered as “Mietwagen” may not exceed one year. With 12 cars, that is 12 appointments a year.

Frankfurt Ordnungsamt · information sheet

P-Schein

5

years at most

The passenger transport permit every driver needs is issued for five years at most and renewed on request. In Frankfurt you can renew by post, without an appointment.

§ 48(5) FeV · frankfurt.de

Uber, Bolt and the return rule

Drive on Uber and Bolt without putting the licence at risk

Platform orders don't change the rules for a Mietwagen. Every order has to come in at the base, and after the trip the car must head back without delay, unless it got a new order before or during the trip. This is the Rückkehrpflicht. You also have to record each incoming order and keep the record for one year.

§ 49(4) PBefG · statute

Frankfurt's information sheet is more specific: orders may only be passed to your own drivers from the base, and if you use electronic systems there must be a computer at the base that processes and documents them.

In practice that means Uber Fleet, Bolt Fleet, a spreadsheet for deadlines and a WhatsApp group for drivers. When the overview slips, operators often find out only during an inspection or when renewing.

Example

How many deadlines does a 12-car fleet track?

Vehicle inspections, one per car per year12
Insurance contracts, one per car12
P-Schein permits of 18 drivers18
Licence and leases3
Deadlines to watch45

Fictional example: 12 cars, 18 drivers on shifts, one base with a parking lease. Any single missed deadline can take a car or a driver off the road.

How Mainflotte helps

One workspace for your licence, drivers and platforms

Instead of spreadsheets and WhatsApp groups: everything that keeps your Frankfurt licence valid, in one place.

Deadline alerts per car and driver

Store expiry dates for licence, inspection, insurance and P-Schein. You are warned in time, before a car or driver drops out.

Every Uber and Bolt trip in one view

Connect Uber Fleet and Bolt Fleet. Trips and revenue per driver and per car come together in one overview.

Return-to-base monitoring

Trips after which a car neither returned to base nor had a follow-up order are flagged, before a BOKraft roadside check finds them.

Orders forwarded from the base

Orders, including those from your own direct customers, come in centrally and are forwarded to your drivers. Every order stays on record.

FAQ

Questions about the Mietwagen licence in Frankfurt

Where do I apply for a Mietwagen licence in Frankfurt?

At the City of Frankfurt's Ordnungsamt (public order office), team for taxi and Mietwagen licences, Am Römerhof 19, 60486 Frankfurt am Main. You first book an appointment by email to taxi@stadt-frankfurt.de. There are usually two appointments: one to file the application with complete documents in person, one to collect the licence. Everyone involved in the company must attend in person; being represented by an authorised person is not allowed.

Which documents does Frankfurt require for a Mietwagen licence?

The Ordnungsamt's checklist (as of November 2025) includes the formal application, trade registration, a certificate of good conduct (Führungszeugnis, type O), an extract from the central trade register (type 9), a tax clearance certificate, a clearance certificate from the BG Verkehr (statutory accident insurer), the city's financial standing form completed by a tax adviser, proof of professional competence, leases for the office and parking spaces, the vehicle registration showing 'Mietwagen', a valid inspection certificate, proof of alarm system and odometer, proof of who takes orders at the base, and a list of drivers. Documents must not be older than 6 months when filed.

How much does a Mietwagen licence cost in Frankfurt?

The city does not publish a fixed amount. According to the Ordnungsamt, the fee depends on the type of licence (taxi or Mietwagen) and the scope of the application, especially the number of vehicles. You pay on site in cash or by debit or credit card at the payment machine.

How long is a Mietwagen licence valid?

Five years at most. Under § 16(4) of the German Passenger Transport Act (PBefG), licences for occasional transport by motor vehicle, which includes Mietwagen, are valid for no more than five years. Frankfurt's Ordnungsamt has a separate form to apply for renewal.

How long does the application take?

Under § 15(1) PBefG the authority must decide within 3 months of receipt and may extend this once, by at most 3 months, with an interim notice. Frankfurt only starts processing once the application is complete, and it also asks the trade associations for their statements.

What rules apply when my Mietwagen cars drive on Uber and Bolt?

A Mietwagen may only carry out orders received at the operator's base or home. After each trip it must return to the base without delay, unless it received a new order before or during the trip (the Rückkehrpflicht, or return-to-base rule). Every incoming order must be recorded and kept for one year (§ 49(4) PBefG). Frankfurt's information sheet also requires a computer at the base when orders are handled electronically, used to process and document them.
